Truth be told I never went back to 1.9.0 to verify what you said, since 1.8 worked.

With the release of 1.9.1 however, I figured I would upgrade again. Same problem still. With all caches cleared, choosing "Fetch head revision and adjust to it" still returns no revisions later than 10467 (we're at 10500+ now, and the last check-in is one of the externals I am trying to upgrade).

To make matters worse it's even pinning items to revisions from before they were even created. (See attached image)

After installing I:
 * Cleared all caches except login information under Settings -> Saved data
 * Cleared all caches under Settings -> Log caching
