Hi Stefan,
it worked after a few attempts and cleanup of the old version. i cannot exactly say if ADDLOCAL=CLI works but ADDLOCAL=ALL did it at the end. The TortoiseSVN client or Microsoft GPO is pretty sensile when it comes to reinstalling or installing after you deinstalled the client. I made a file- and registry-cleanup and then it worked.
