TrotoiseSVN 1.9 enable CLI GPO

Hello i would like to enable the "command line tools" for the TortoiseSVN Client Version 1.9. We distribute the client via Windows group policy and i already looked a the msi file but i cannot figure out which option i have to change.

i tried inside the "feature" table and set the feature CLI Attribute to 1 but without success. Can somebody please tell me how to enable the Commannd line tools inside the msi with the use of a mst file ?
