DLL damaged after upgrade to TortoiseSVN 1.9.0

Hi,

After installation of TortoiseSVN 1.9 (actually an upgrade from 1.8.x to 1.9.0), several application show an error popup when starting them, showing this text: The program can't start because api-ms-win-crt-runtime-l1-1-0.dll is missing from your computer.

Several applications are affected, e.g. Pspad and Acrobat Reader, maybe others.
I experience this issue on Windows 7 as well as on Windows 2008R2 Server. Both are a 64bit CPU. (I did not test on other Windows versions nor 32 bit)
I am seeing this error on all PCs or Windows Servers where I installed TortoiseSVN 1.9.0.
I did not install other new software or upgrade recently, so I'm pretty sure that this error is actually caused by the TortoiseSVN 1.9 upgrade.

(Google finds some pages related to this error, so it can be caused also by other software installations. The suggested fixes did not help me on)

Please help to resolve this issue quickly.
