Documentation bug, svn:executable property on Windows

When setting the svn:executable property on Windows, the dialog box
that appears says "Note: this property has no effect on Windows"

In fact, on Windows 7, it is useful to mark windows dlls used in Java Native Interface (JNI) implementations as executable. Without the executable system property on the file Java won't load them.
