Changed Files dialog spawns differences viewer when no content changed

When multiple files are selected in the Changed Files dialog:-
If you select the (compare content) option all the selected files are displayed in the differences viewer even if they have no content changed. It would be better if files with no content change were ignored.
From the (compare properties) option only the files with actual changed properties are show in the differences viewer, this is as expected.
