First, that's an ancient version of TSVN and you should strongly consider upgrading it.

Second, you will need to install a server-side hook script on the repository to act on all commits (unless you're only interested in sending the email when *you* commit). Alternatively you will need some sort of monitoring client that periodically checks the repository for new revisions. In either case, that's not TSVN.
