Why does TSVN as a Windows Tool creates tmpl files instead of bat/cmd?

Why does TSVN as a Windows Tool creates tmpl files instead of proper cmd/bat files which can be run under Windows?

It took me a while to find a working pre-revprop-change.bat (http://stackoverflow.com/a/468475).

Is it possible to add proper bats in TSVN 1.9?
