No context menu after installation - Windows 8.1

Hello,
I have new installation of TortoiseSVN on Windows 8.1, but after the installation and restart of the system, context menu is unavailable.

I try solutions:
- click with Shift :)
- repair option (many times)
- uninstall and install (many times)
- install older version
- check the privileges in the registry

I'm stuck. I checked configuration in registry and it looks ok (checked in regedit and shexview.exe). There are no warnings or errors in system Logs. Context menu for other applications works ok.

Any idea how to debug this error?
