permanent Lock

Hi,

is there permanent Lock using in torotise svn.
I ment is i'm using VisualSVN i lock file suing svn:needslock but it can
be steal lock and user can edit and upload so is there any way that must
not edit the file, there is option in hook script but it is heavily
manually things need to be done so pls if got any answere for these pls let
me know.
