Spell-checker mismatch

Hello,

I use TSVN on Windows 7, with location "Bulgaria", display language is
"English",
current language for non-Unicode programs "Bulgarian (Bulgaria)".
I have installed Bulgarian language pack of TSVN and have switched TSVN
to English.

In these conditions, when I type English text in a dialog, par example a
commit dialog,
the spell-checker underlines all English words. However, Bulgarian texts
are checked properly
in the same dialog, where English aren't.

It seems that TSVN gets the locale from Windows and disregards its own
setting when selects
which spell-checker to use.

I would like to propose the spell-checker to be selected depending on
the selected language in\
the TSVN settings.
