This is a server question so it really belongs on the subversion users
mailing list.

Without seeing the hook script it is hard to guess. Have any of the
paths changed? Have the permissions changed such that the script no
longer has execute permission? Is the script now being executed by a
different user with different permissions due to some change on the
server?
