Issue 622: Generated merge message contains too many entries

Hi!

I just tried customizing the tsvn:mergelogtemplate* properties, and after I did so I ran into the
issue described here:

I.e. the automatically generated log message for the merge contained revisions that weren't even
merged. I don't recall having this problem before.

I tried updating from 1.8.8 to 1.8.10, but it didn't help.
