Preventing from marking all files to commit

In commit window is an option to mark all files in the repository to commit. I've tried to prevent users to mark all files but i couldn't find setting which avoid selecting all files. Is there any option in Tortosesvn setting or maybe in windows registry to switch off option "all" in the commit window?
