On a similar note: is there any plan to release saslpasswd2 for Windows (2008r2 server) with any versions in the foreseeable future?

I brought in tortoiseSVN v 1.7.12 (svn 1.7.9) , having used an earlier version at a previous company.

From then, until the current release 1.8.8 (svn 1.8.10), the sasl libs (and mechs, it seems) are included - but NOT the saslpasswd2 utility.
