check-commit-hook - invisible feature?

I noticed a very useful feature called 'check-commit-hook', tracked by issue number #574 (https://code.google.com/p/tortoisesvn/issues/detail?id=574%c2%a0tracked 2013-10-08, fixed 2013-10-10, revision 24825) and also seen in documentation here: http://tortoisesvn.net/docs/nightly/TortoiseSVN_en/tsvn-dug-settings.html#tsvn-dug-settings-hooks
But it seems this feature is still not available, even in latest build 26053 I checked last week. So I'm a little bit confused about this.
Does anyone know something more about that? Thanks!
