Check what image of IE11 you're using: most likely you're using the
32-bit version of IE, so you have to install the 32-bit version of the
svnprotocolhandler.
Only if you explicitly start the 64-bit version of IE11, you can install
the 64-bit version of the svnprotocolhandler.
