repository authorization

in the process of moving to a new server... also upgrading to 1.8

Server:
new install - complete
set up and start the svnserve windows service
dump from old server/repo / load to new serer/repo - complete

My Computer:
svn update on all projects
new install (upgrade)
used upgrade on all projects
used relocate on all projects

All of the above completed correctly, and I was able to browse the repository... so it is working.

finally
edited the snvserve.conf file, and the passwd file to be identical to the ones on the old server (don't really care about authz, because the team has access to all projects)

Now, when I try to use svn repo-browser, I'm prompted for user/password, and enter what I have in the passwd file, but I get "Authorization Failed"

I've obviously missed something, or done something incorrectly, but I don't really know where to start. Suggestions welcome.
