If the task you are looking for is "preselect for commit", then you
probably would like the changelist feature I mentioned earlier.

If the task you are looking for is "I don't ever want to commit these",
then you still want changelists, but you want the special "ignore on
commit" list that TortoiseSVN creates for you.

I think I understand now the use-case behind the request: a lot of "dirty"
files in a working copy with multiple directories, and you only want to
commit some of those files. I think it would be better to avoid that
situation by committing frequently and keeping one task per working copy,
but sometimes I know it just cannot be avoided.
