Invalid revision passed to Log

I encounter the "Invalid revision passed to log" error exactly as described in https://code.google.com/p/tortoisesvn/issues/detail?id=547 but I see it for TortoiseSVN 1.8.7 and 1.8.8

The steps required to trigger the error message are the same and the workaround is the same - appending @ or @HEAD to the merge URL.

However attempting to reproduce the problem on a different machine with a different repo does not yield the error, so I don't believe it is a straightforward regression of Issue 547, there is some other factor at play. Both machines run Win 7 x64.

I will attempt to eliminate some of the possible differences between the two setups. Is there any additional information I can capture to help investigate?
