TortoiseSVN 1.8.6 Client:Checkout is extremely slow

We are using Subversion server v1.8.8 with Tortoise SVN Client v1.8.6.
The checkout speeds are extremely slow. I downgraded to TSVN 1.7.10 and tested the same scenario, it works fine. And even with commandline svn client v 1.7.x & 1.8.x, the checkout is fast.

Hence, I suspect that TSVN v1.8.x is the reason for this slowness. Are there any settings we need to change to avoid this issue.
