svnserve with SASL

Is it possible to use the version of svnserve bundled with the TSVN command line tools as a basic server with SASL authentication? (I'm currently using TSVN 1.8.4.)

According to svnserve --version, it's supported, but TSVN appears to lack the saslpasswd2 utility.

I tried copying over a sasldb and config files from an old CollabNet server (that was working, but on a different machine), set the registry path to the svn.conf file, and started TSVN's svnserve as a service. TSVN is able to connect to the server ok but displays this error when I try to log in:

  Authentication error from server: SASL(-4): no mechanism available: Unable to find a callback: 2
