Missing reboot after install 1.8.7 on XP

Hi!

In upgraded from TSVN 1.7 to 1.8.7 on WinXP (32 bit, Pro SP3).

The installer did no recommend a reboot.

When trying to use existing WCs, like Update, it printed, that the WC is in old format and should be upgraded.
But there is no >Upgrade working copy< item in the menu.

As suggested here http://stackoverflow.com/questions/17881366/svn-upgrade-working-copy-tortoisesvn ,
I killed the explorer.exe process and restarted it. Now the menu is correct and I can upgrade the WC.

A bug in the installer?
