Maybe, the same filter should be applied as the one used to filter the Revisions for the Show log Dialog for selection of the Revisions to merge. Usually, the log Messages of the revisions which I see and select there are the Messages which I want in the commit message history.

Is this filter in TSVN, or is it in Subversion?
Would the Revision without any changes Show up in the Show log Dialog of a merge?
