batch files (.bat) are launched when double-clicked from various dialogs

I had a surprise today when I double clicked on a batch file (window's
script) in the 'commit files' dialog; I only wished to see the
'left/right' differences utility.

NOTE : This launching the batch file only happens once - show the dialog,
double click on the batch , tada the script executes , and the differences
utility appears. Close the differences utility, double click on the script
- it doesn't run a second time - only the differences utility shows.

I imagine this isn't intentional behavior ...
