Can save prompt a TortoiseSVN client?

Is it possible to have an application, such as Word or Photoshop, save a file to a particular local directory, and based on a .bat script prompt the TortoiseSVN to appear- to then do a commit, etc.? I was trying to streamline the save/commit process by eliminating having to save a file, and then going to that local file and right-clicking to open TortoiseSVN.
