Spurious characters in german error text

Hello!

An update command failed with the following error message:

"Command: Update
Error: Die vorhergehende Operation wurde nicht abgeschlossen; Starten Sie »svn
Error: cleanup« falls sie unterbrochen wurde
Error: Please execute the 'Cleanup' command.
Completed!"

TortoiseSVN 1.8.6, Build 25419 - 64 Bit , 2014/04/12 11:40:48

The command line client gives me the english message
"svn: E155037: Previous operation has not finished; run 'cleanup' if it was interrupted"

Do the spurious A-with-HAT characters before the quotation marks belong to the tortoise part or to the base subversion?
Who could fix that?
