Mr. Archer, good morning. I hope this message finds you well.
Right after sending the question I've located the software documentation and read the licensing section (i.e. both files: "TortoiseSVN-1.8.5-pt_BR.pdf" and "TortoiseSVN-1.8.5-en.pdf") where I found the licensing information we were looking for.
Licensing is something we take care very thoroughly, therefore, at the same time I was looking for the licensing information, I have sent the question in order to have a formal response from the responsible for TortoiseSVN before permitting our developers to install and use the tool. We always ask the company responsible for the software for licensing details, and study the licensing information, before downloading and/or installing software classed as free in order to be sure that the software we're looking for is free for both home and corporate usage and, this way, avoid any kind of misunderstandings related to software licensing.
Anyway, thank you for the advice.

You should really read the license rather than take the word of some anonymous person on a mail list.

It is developed under the GPL. Which means it is completely free, including the source code. But just in case you don't know the GPL too well: you can use TortoiseSVN to develop commercial applications or just use it in your company without any restrictions.
