Yes it is safe to uninstall and reinstall. However it is unlikely to
make any difference. Windows seems to give priority to the oldest
installed apps, not the newest. If you look at TSVN->Settings->Icon
Overlays->Overlay Handlers you will see how many other handlers are in
use and what TSVN is able to provide.

The installed handlers are shown in the registry here:
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\ShellIconOverlayIdentifiers
