Your screenshot of your working copy doesn't show enough detail to verify
this, but I'd guess your problem is exactly what the error message says:
you didn't run the command from the root of your working copy.

You need to upgrade the entire working copy from the very top-level
directory that still points to SVN; i.e. the directory containing a ".svn"
folder. You cannot upgrade only a subdirectory of your working copy.
