tsvn does not recognize wc

Using tsvn 1.8.4.24972, I check out a working copy from a respository
(hosted on a bitnami subversion server, 1.8.3-1) using the "svn:"
protocol. I get the option to "SVN upgrade working copy" in the context
menu, but not the normally present "Update" and "Commit" options (this
is how I have my settings configured). The new folder does get the icon
overlays, after I click into it then back out, but the context menu
under "TortoiseSVN" only has "Repo-Browser", "Properties", "Settings",
"Help" and "About" listed; Repo-Browser and Properties both seem to work
normally (i.e. allow browsing the repository and display the correct
properties for the repository). Thus it appears that tsvn is not
recognizing the working copy as such. Clicking on the upgrade working
copy option doesn't appear to do anything. I tried checking-out with a
command-line tool, but tsvn still only gave the option to upgrade it; in
this case it actually did something, since the command-line tool is an
older version of SVN.

What am I doing wrong or where should I be looking to fix this?
