automated branch modification email notifications

Is there a way to setup or modify the settings of a branch to autonomously send email notifications to all users of that branch when a user has committed a modification to that branch? Perhaps SVN can detect who has a copy of the branch checked out on their local machine and can send the notification to only those users. Or even simpler, perhaps a user can define a list of all users to be included on this email notification.
