Question about locking file and problem with Updating

Hello

We have repository with the following structure - main root RAD with
two subdirectories: DOC and APPLICATION.

In DOC subdirectory we have two files: Test1.doc and Test2.doc
In APPLICATION subdirectory we have three files: Src1.cpp Src1.h and
Settings.h
Files Test1.doc and Test2.doc have property = svn:needs-lock.

1. I 'Get lock' for file Test1.doc (by right click and choice from
pull-down menu).
2. When I open pull-down menu once again the 'Get lock' disappear.
3. I 'Update' DOC subdirectory (by right click and choice from pull-down
menu).
4. I call 'Check for modifications' (by right click on DOC subdirectory)
- I see in column 'Lock' my name (Andy).
5. I 'Update' RAD subdirectory (by right click and choice from pull-down
menu).
It inform me: "Lock broken: D:\Design\RAD\Doc\Test1.doc
application/octet-stream" - Is it correct ?
 From this moment Test1.doc has read only attribute.
6. I call 'Check for modifications' - I see in column 'Lock' my name.
7. I call 'Check for modifications' (by right click on RAD subdirectory)
- I don't see in column 'Lock' my name but when I press 'Check
repository' it appear.
8. I call 'Check for modifications' (by right click on DOC subdirectory)
- I don't see in column 'Lock' my name but when I press 'Check
repository' it appear.
9. I once again try to 'Get lock' for file Test1.doc (by right click and
choice from pull-down menu - this option is available) but operation
return "Path '/Doc/Test1j.doc' is already locked by user 'Andy' in
filesystem".
10. When I open SVN repository by 'Rep-Browser' I see my name in column
Lock.
11. When I try 'Commit' (by right click on DOC subdirectory) I see that
none file was changed message.
12. When I try 'Commit' (by right click on Test1.doc) I see that none
file was changed message.
13. When I 'Update' (by right click on Test1.doc) I see message
"D:\Design\RAD\Doc\Test1.doc".

I can't modify the Test1.doc because it has read only attribute (so it
isn't lock ?) but repository know that it is lock by me.
To solve this problem I must 'Get lock' with 'Steal the locks" or in
'Rep-Browser' 'Break lock".
I think that is a bug but I don't sure.
What do you think about it?
