Are you talking about the client side function, of "ADDING" in the working copy. Or are you talking about committing the add?
The speed of TSVN is highly dependent on your disk. Do you have a 7200 RPM or better disk?
Also, TSVN is affected by virus software. Virus software can really slow down TSVN operations. I would recommend that you exclude your development root folder from on-access virus scanning.
