"Get Lock..." from modifications dialog shows bug tracker message

We have the bugtraq:warnifnoissue property set on our project
directory in SVN. This way, we get a pop-up warning dialog if we try
to commit but fail to specify an issue number for our bug tracker.
This is a good thing.

But today I discovered that I also get this pop-up warning when I hit
"OK" on the "Get Lock" dialog. But this only happens when I launch
"Get Lock..." from the context menu on a modified file in the "Check
for Modifications" dialog window. This is annoying, especially since
there is no field to enter an issue number, and using the commit
message pattern used for issue ID doesn't prevent the dialog.

If I choose "Get Lock" from the normal TortoiseSVN menu on the file in
Windows' file explorer, I do not get this warning message.

I don't WANT to see this warning message on the Get Lock dialog. Is
there a setting to prevent this? Or is this a bug?
