I just re-verified in a fresh XP SP3 VM, and you are (of course) right.

I'm sorry for wasting your time.

I am still confused about it and don't know what made me expect
double-clicking to work here. I did a merge in the morning, then
upgraded TortoiseSVN, and at the merge afterwards I somehow believed
that a few hours earlier I used a double click here, and was frustrated
that it did not work any longer. Probably some visual differences in the
dialogs made me subconsciously think of another SVN client or anything.
