Any access restriction has to be done on the server side, not from a
client. There are certainly ways of changing access rights using the server
config files, and you may be able to write a post-commit hook script *on
the server* to do this following some particular commit, but it is well
outside the scope of TSVN. You need to ask for help on the subversion users
mailing list instead.
