repo browser doesn't refresh directory browser when clicking "up a directory"

I just installed version 1.8.3 today:

TortoiseSVN 1.8.3, Build 24901 - 64 Bit , 2013/10/27 15:38:41
Subversion 1.8.4, -release
apr 1.4.8
apr-util 1.5.2
serf 1.3.2
OpenSSL 1.0.1e 11 Feb 2013
zlib 1.2.8

In my working copy, if I choose the "Repo-browser" option from the
TortoiseSVN context menu, I get the repository browser dialog
initialized to the directory my working copy points to just like it
used to work.

But now, when I hit the little button next to the URL field (with a
directory icon with an upwards facing arrow) to go to the parent
directory, the directory tree and contents of the current directory do
not change. They go blank for a few seconds, then pop back up with the
same directory as before (my working copy directory). The URL field,
on the other hand, DOES update to the parent directory.

This is very annoying when launching the repo browser from the
branch/tag dialog, or the switch dialog, because this prevents me from
selecting sibling branches, or from going up a directory from trunk to
find the tags directory.
