TortoiseMerge Encoding Change Notification

A few weeks ago when a file was committed to our repository its' encoding
was accidentally changed from UTF-8 to UTF-16 LE. The change to UTF-16
broke svn blame on the file (but that's it's own issue...).

Bringing up a diff in TortoiseMerge shows the files as identical. A
command line diff properly shows that every line in the file changed.
 There should probably be some type of notification in TortoiseMerge that
the file encodings are different.
