Diffing Modifications to Files in svn:externals

When a file is pulled into a directory through svn:externals and you modify
it, while trying to diff it with the previous version, tortoise will open
TortoiseMerge with no working base file. This makes it appear to the user
that the entire file is new. However, requesting "Show differences as
unified diff" shows the correct diffs in TortoiseUDiff. I realize that
there is no "working base" file in the local directory, since it is an
external, but perhaps the right behavior would be to download the base at
the time the user chooses to diff?
