Clean-up crashes saying I need to run clean-up!

Windows 7 Enterprise SP1 64-bit TortoiseSVN 1.8.2, Build 24708 - 64 Bit , 2013/08/27 19:20:39 Subversion 1.8.3, -release, installed earlier today.

I'm trying to Update a folder; I'm getting:

"Error: Previous operation has not finished; run 'cleanup' if it was interrupted

Error: Please execute the 'Cleanup' command"

But when I try to run Cleanup (with the defaults, i.e., "Clean up working copy status" and "Include externals" checked, all the rest unchecked) I get:

"Cleanup failed to process the following paths:
<path I tried to clean up>
Previous operation has not finiahed; run 'cleanup' if it was interrupted
Please execute the 'Cleanup' command."

Aaaaggghhh!

What's going on! What should/can I do? Please help!
