Was it stored on your local hard disk and as part of the same working
copy where you executed the commit?
You cannot execute a file which resides only in the repository - it
has to exist locally.
You have specified a repo-root-relative path, so when TSVN tries to
find it it has to follow the directory tree back up to the repo root
(or at least to the lowest common ancestor of the commit oath and the
script path) and down again in order to find where on your local drive
that .exe file lives. If any part of that tree is missing then the
file will not be found.
