Downgrading to 1.7

Flare 9 and Tortoise 1.8 are incompatible for now. I need to downgrade to
1.7. The installer doesn't seem to be as straightforward as the 1.8
installer.

Where in the TortoiseSVN directory should I extract this file:
"TortoiseSVN-1.7.12.24070-x64-svn-1.7.9-pdbs"?
