tortoise svn on windows 8 doesn't like to talk to server?

I recently upgraded to tortoise 1.8.2. At the time i was running windows
7, and after upgrading the working copies, all worked just fine.

Then i installed a fresh copy of windows 8, and then 1.8.2 on top of that,
and now the client does not seem to want to talk to the server.

For instance, if i try to do an update, the dialog box just sits there,
with the little progress indicator just spinning. It hangs, and though
i've waited as long as 20 minutes, it never does anything. Show Log,
Commit, anything that requires server interaction is failing.

Our svn server runs over https *and* it requires a password. I noticed
that it has never asked me for one, even though i expected it to, since it
was a brand new os install, and it couldn't have any saved data.

I read the post from PuetzKevinA; but i don't think it's the same issue; I
updated a laptop (running windows 7) to 1.8.2, cleared all save data, and,
when doing an update of a working copy, the client asked for my credentials
as i was expecting, and continued to do the update correctly.

Has anyone else seen this? or have any secret switch that i can toggle?
