The most strange part is that it did the exact same behavior on my computer at my previous employer.

I have the following installed that I can think of that could be related, is this setup like yours?

Visual Studio 2012
.NET 4.5
Powershell 3

If I had time I would try to compile SVN from the TortoiseSVN sources myself, and compare doing the same against a different distribution. But I don't know if I can find the time to install all the other tools and recompile.
