And if you make a "svn diff -r 1 path_to_wc\bar.c"?

The user understand "diff with previous version" in his workingcopy, as diff between the current state of the file and his predecessor.

case1: a newer rev (4) exist in repo, but not in wc of employee -> diff 1 <-> 3
case2: no newer rev exist -> diff 1 <-> 3
case3: file change in wc -> diff 1 <-> WC
