TortoiseSVN menu oddities

Is it just me, or do others have menus that don't match the User Guide?

For example, I've checked out a file, edited it, and now I right-click for TortoiseSVN->Commit, and it doesn't exist in the menu. The User Guide (Help) clearly says click Commit and shows the Commit dialog. I do have an option for "SVN Commit" but that is separate from the Tortoise sub-menu.

I have TortoiseSVN v1.8.1 with Subversion 1.8.1, with my repository hosted by CloudForge. I'm on Win7 64bit.

I'm just starting to evaluate this (though I understand the VCS concepts from other tools), and these oddities are really slowing me down.
