No: TSVN will only release new versions for the 1.7.x branch in case of
security issues. The security issues solved with svn 1.7.11 were all on
the server side so clients like TSVN are not affected.

Yes: it would be the same anyway since there were no changes between svn
1.7.10 and 1.7.11 that affect clients.
