The question is: Do you use an external diff tool?

If you do, it's *not* Tortoise SVNs responsibility to clean them up. You
should contact the tools vendor.

If you don't, the files should be deleted and what you experience could
be a bug. You probably need to provide way more detail in this case. Did
you restart TortoiseProc?
