Problems with externals in a tag.

I have two issues with externals when tagging:

Issue 1:

In TortoiseSVN 1.7.13 I can right click on a folder containing a branch
and choose "Branch/tag...". I check "Specific revision in repository"
with the suggested revision. After that I click "All" to select
revisions for all externals.

When the tag is made, the externals have a property looking like this:

-r 46853 svn://subversion/efg/branches/1370/common/ACPI_at_46853 ACPI

Checkout then fails and we have to remove the @46853 manually to get it
to work.

Issue 2:

In Tortoise 1.8.0 and 1.8.1 I can do exactly the same but the externals
will not be pinned to a specific version. Both the -r and @ option is
missing, the property now looks like this:

svn://subversion/efg/branches/1370/common/ACPI ACPI

What am I missing?
